ASEAN-OSRAP (ASEAN Oil Spill Response Action Plan) has been put into action since January 1994. The plan is aimed at enhancing regional cooperation among ASEAN member nations. Unfortunately, not many of us in the Country are aware of its existence. Realising the fact that the existence and implementation of ASEAN-OSRAP must be made known, not only to local authorities, but also to oil spill response authorities of other ASEAN countries, Malaysia proposed for a workshop to be held.
The first meeting of OSPAR Management Committee in Bangkok in 1995, agreed that malaysia has to come out with the framework of the workshop. the framework shall be presented at the second meeting in Singapore in 1996.
SCOPE OF THE WORKSHOP
The workshop is designed to cover the following areas.
- to disseminate information of the implementation of ASEAN- OSRAP to government/non-governmental organisations involve in oil spill response in the region.
- enhancement of technical cooperation within ASEAN member nations on matters pertaining to oil spill response.
- to disseminate information on OPRC convention and its requirements.
These areas are of great importance towards facilities ASEAN member nations to ratify OPRC convention.
FRAMEWORK OF THE WORKSHOP
1. ASEAN menber nations's contingency plan.
Presentation by delegations.
2. Role of ASEAN Commission on Petroleum (ASCOPE) in oil spill response.
Presentation by ASCOPE in Malaysia. ASCOPE is represented by PETRONAS.
3. Implementation of ASEAN-OSRAP.
Presentation by JMSA representative.
4. Implementation of OPRC convention and rectification procedures.
